The Albanese government's controversial industrial relations reform bill will be split in two, after a surprise agreement between Workplace Relations Minister Tony Burke and Independent Senators David Pocock and Jacqui Lambie on the final parliamentary sitting day of the year.

The laws should be split so employees with post-traumatic stress or facing domestic violence can be protected sooner, senators have urged.

Christian Porter said the government's casual conversion IR reform offers employees a “very strong right”. But this is not the case at all.

Given these flaws, there will no doubt be resistance from employee groups and unions to this proposed definition of "casual employee".

The Morrison government will unveil its industrial relations bill this week, proposing a suite of changes, including to casual employment.
